This is the size of local authority areas. In local government terms, the phrase "City of Glasgow" means all the land under GCC's jurisdiction. That is considerably smaller than what most people mean when they say "Glasgow".

One of the many problems with Glasgow is that it is drastically underbounded, and a lot of areas which are really part of Glasgow in economic and historic terms do not fall under the city council's administration. The end of the old system of regional councils has also hammered the city because for whatever reason Glaswegians who strike it rich move out of the city to places like Kilmacolm, Dunlop, Troon, etc, whilst Edinbuggers who strike it rich move to nicer bits of Edinburgh. Ending regionalisation deprived Glasgow of the council tax benefits of that.

By contrast, the Edinburgh local authority area is [much larger than the actual built-up area of Edinburgh.](http://edinburghcouncilmaps.info/dev/plans/eclp/images/Fig%201_1.jpg) As I understand the reason for this is to ensure that Edinburgh Council remained responsible for managing access to Edinburgh Airport and the southern end of the Forth Bridge.
