You're likely going to have to virtually sit on a councillor and pull together numerous arts and heritage bodies as well as Governmental agencies. Not impossible, would need heaps of energy and persistence... GCC like looking outside of Glasgow for ideas so drawing upon places like DUMBO in NYC or even the Northern Quarter in Manchester, maybe Digbeth in Brum at a push. |
