I'm gonna bang on this every time it comes up - Trolleybuses. Easier to install than a bunch of rails everywhere, and if you want to put some small batteries in them they can even go off-grid for short distances. Full trams I know have better capacity so that should still be on the cards but in the short term, we can get trolleybuses going much faster.
