Firstly, I wouldn't retaliate against the address yourself.
Even if it turns out they're dirty fly tippers, it's not on you to vigilante it.
And they might not be. They could have hired a company to bulk-clear out their flat or something, and - due to being cheap basturts - the company just dumps the stuff in a known fly tipping place.
