Not only is it covid spread and self-isolating/testing, but many people have an adverse effect from the booster so can't work for 1-2 days afterwards. Since the whole country is getting a booster, that means a lot of staff illness. Public sector much more accommodating with sickness so people tend to take the piss a little also.
