Reading this, I'm concerned that the guy needs help. I know that swelling in the nasal cavity can impede nose breathing and sometimes lead to snoring. Other possible options are adenoids, polyps or sleep apnea.
I know its tough but you need to speak to the guy, than doing something unreasonable. Talk to him and mention you're concerned about his health, and while NHS looks into it, do other measures like moving the bed etc.
SOURCE: flatmate with snoring and snorting turned out to have swelling in the nasal cavity. Gp gave them a few sprays and they're improving already.
Please do the sensible thing and change someone's life for the better
