Because hospitalisation rates are very low, and essentially NHS capacity is the key driver for restrictions (flatten the curve etc)

It appears that Omicron does lead to milder symptoms, and the successful booster programme is also greatly reducing the risks of the disease - if not the infection rate

At the moment there are only 42 ICU cases of covid in Scotland (of which I understand only 1 is Omicron), about a quarter of nominal ICU bed capacity, so unless that changes, no need for restrictions
