Most of old Glasgow College (UofG) as pictured in the sketch shared by OP was sited on the east side of High Street, essentially where High Street Station and the Lidl are now.

I wasn't aware they had buildings on Rottenrow (across High Street) but I guess it's possible there were several college occupied buildings there for some time.

This of course was long, long before Anderson's College was developed (now Strathclyde Uni).
