I mean it's not just London the fucking county of Cumbria has it, it's rural as fuck the biggest city is carlisle I think. If it can be implemented there it can be implemented in Glasgow
Edit: come to think of it so does Newcastle and most English city's I've been to.
I'm even more annoyed Glasgow doesn't have it now.
