It's definitely a correlation thing. You have a subset of people who carry swiss army knives and short legal length slipjoints for EDC or utility purposes, and they aren't the sort to go looking for trouble. I don't think the statement is meant to imply that anyone carrying a knife automatically makes them more physically vulnerable to a knife injury, just the kind of people to carry knives as weapons are more likely to put themselves in violent situations.
