There are stretches of roads which already depend on mechanical systems to remain clear: level crossing barriers and moving bridges are the examples that come to mind easily, so similar issues exist already. Presumably the organisations who repair traffic signals would be responsible, and would treat clearing an impassable main road as a high priority go-there-right-now problem.

An optimist would say that the road owner (e.g. local Council) would have a sensible maintenance contract, with agreed service levels, penalties for lengthy repairs, etc.
