Some of it is not law, correct. But anything with the wording MUST or MUST NOT is supported by a law, so section 69 (relating to traffic signals and signs)
And just FYI 60 - reflectors (at night) and 64 - riding on pavements, also supported by law.
With the amount seemingly not following these it’s no wonder they aren’t enforced, police would be forever giving fines to cyclists.
