The situation sounds sort of like my landlord when I was renting: he actually lived right next door, and the two houses were once one (some doors were blocked off and an extra staircase had been added and external door added, so the layout was really weird) my gas and electricity even came through his meters, so I didn't have to worry about utility bills apart from the phone line. He was decent about repairs and pets, full deposit back too (this was before the protection scheme existed).
So yes, it's definitely possible, but I think it's a lot more likely when you're in the same building, or they're otherwise invested in keeping things amicable with their tenants.
