£85 per year, per parking space, isn't all that much of a money earner for the city in the grand scheme of things.

It's simply about managing limited road space. Everyone universally agrees that finding a parking space is murder in residential neighbourhoods. It's because there are so many cars these days. Car ownership has ballooned in the last 15 years or so, with growing numbers of households with even two cars or more. There's only so much street space to go around to store them though.
