They are not fines they are ‘charge notices’ i.e fees. Its a private contract between you and tesco and if they want to take it to court it would be a civil matter.
You could park over my driveway to jump into the shop, I could issue you a “parking charge notice,” and you would say GTF. I’m not taking you to court for £70 and neither is Tesco.
