Back in my university days there were plenty people who wouldn't walk along Kelvin Way after dark. And that was with traffic passing regularly. I don't think the street lighting has been upgraded since then.
There have been plenty of calls for improved lighting throughout Kelvingrove Park, the biggest thoroughfare would be a good place to start.
