When you do your license in any of the EU countries you have to declare that you are living in that country for at least 185 days a year.

It's the law, made so the people are doing their licences in the country they actually live, not just go for 2 weeks to some other country where they can do it cheaper or easier and then they come back home and suddenly have to get extra training to be familiar with local specifics of driving (which is what you do and which is at least responsible) or just drive as new drivers in unfamiliar environment.

If you got your license in the country where you don't really live for at least 6 months a year then you basically lied on your application where you had to declare you did and can be, theoretically, held responsible for it, although I never heard this being in anyway enforced.
