Good point about private land. There's been some complaints about rubbish and rats there in the past and a dispute over who actually owns it or has to take responsibility for its upkeep. But that's just one example, mind. There's plenty of places throughout the city that haven't been cleaned for donkeys that are clearly the responsibility of the Council. |
