Imagine for example, a dealer keeping his stash at a wee oldies house. Could cover it up by looking like he's checking in/being considerate, and then it's really just a safer place to store it.
On the other hand, there could be a lot more liberties taken say to an adult with learning difficulties whose bullied,threatened and coerced into facilitating something illegal.
I first became aware of the phrase cuckooing, from a crime TV series. It escapes me what the series was but if I find it I'll edit and add the name.
