Can't argue with that. That being said what the new rules are really highlighting is that those on the roadways who do the most damage are those who have the highest duty of care. People in motor vehicles should turn into each junction as if they were approaching a zebra crossing and exercise that level of caution. If pedestrians are there they should give way. The thinking is the consequences are most severe when people walking are hit by one tonne motor vehicles. Hard to argue with that line of logic.
