Indeed. But there have been some pretty conclusive studies that indicate that not asserting your right of way makes roadways more dangerous as it leads to confusion even when people are trying to be polite or considerate. Consistent, predictable behavior is safe behavior. Pedestrians should in general not wave cars through when they have the right of way as it creates confusion and hesitation which in turns causes accidents. For example you could wave someone through while someone crossing the other way who you didn't notice is taking their right of way and now you have just contributed to an accident where a pedestrian is knocked down. As much as it is nice to be considerate to other road users the best way we can do that is by following the guidance as written.
