It is exactly that kind of uncertainty that this guidance is trying to eliminate. I think they did mess up by making it a "should" statement instead of a "must" statement. A lot of studies have indicated that uncertainty in road use is incredibly dangerous and what these rules should do is remove any doubt. The motor vehicle must give way.....end of. Everyone can move forward in confidence now of how it works. That is what should ideally happen. |
