Why wouldn't you just say they need help ffs. You're pointing at someone out of ear shot, they need help because they're drunk not because they feel threatened by someone they're with. You were being a dick and basically testing the staff's knowledge on something that isn't a widespread campaign here and that you were completely misusing.
