1. There is no such thing as "road tax" and there hasn't been for decades.
1. The VED you pay is more emissions based and goes into central government funding (it's not hypothecated to roads).
1. Your council tax will cover a sizeable chunk of roads. But councils are being squeezed by a lack of central funding, business closing down, etc.
