I was talking about this to a historian tonight and she said that a lot of Glasgow's problems extend from the same boundary changes that r/no0bzrus/ mentioned earlier. All those areas around the city like East Ren etc that use the city's amenities daily but don't contribute any cash to its upkeep. She also said that Glasgow has suffered at the hands of London and it's own council almost non stop since WW2. Solutions? A series of smaller administrations that take in rich and poor areas, for example, one area might cover Bearsden, Milngavie and also Possil and Drumchapel. Another would cover Giffnock and Newlands but also Govanhill and Toryglen. She also mentioned that this would be pretty hard to do...
