Did you take meter reading when you moved in? If not you could raise a disputed read with your energy provider to check that it’s correct.

The landlord has a duty to make sure the property is wind and water right and fit for human habitation.

The electric, heating and water/ water heating need to be in a reasonable state of repair and proper working order. You could request the water boiler is inspected to see if it has a broken timer and get that fixed.

Single glazing would be classed as wind and water tight and you might be in a conversion area where this can’t be changed.

If you notify the landlord of the issues with the boiler and they don’t do anything in a reasonable amount of time you can take them to the first-tier tribunal of the housing and property chamber, it’s free just google it and you’ll find it and the stuff you need to apply.
