I would confirm all the estimates again sounds very high to me.

Before renting did you see the EPC rating of the flat to get an idea on how much it would cost to heat it? Obviously you took the flat as is, due diligence is 2 way thing when it comes to rentals.

I would ask the landlord to consider the upgrades like double glazing if there decent they will see it from your prospective. Sounds horrible not really what you need when prices are expected to just keep going up for next few months.
