It's not the council dropping the rubbish, correct. It is the council that are removing bins from public spaces. It's the council that are not regularly emptying bins that still exist. It's the council that keep cutting domestic bin collections so bins fill up and then spread their rubbish when it's windy.

Last week I walked along the Clyde from Glasgow Green to Dalmarnock. There were zero bins along the path. At points where the path would travel under the main road there might be one up there but they aren't visible from the river level. This is a major reason. People don't have access to bins to actually bin their rubbish.
