In my humble immigrant opinion, it's a UK-wide problem rather than a Glasgow one. Sure there might be exceptions but London is the only place I've lived where I couldn't bear to wear sandals outside even at 30 degrees.

That said, the other day I saw a car pull out at Tesco and the passenger decided to do a clear out, throwing rubbish out the window as they went all the way out of the parking lot. No council can fix that.
