Yeah, definitely don't think the barren landscape at the bridge helps much, but it's a major artery for accessing all of the motorways for the south side so it really needs to be a higher priority.

I just checked back and this was the response councillor Jon Molyneux shared from GCC:

"Regarding your enquiry for an update on discussions with Network Rail about the replacement of the bridge, Network Rail is working on the design of the new bridge and is going to have a cost estimate in the next few months. At present there is not a definite date for works to commence although at present Network Rail is aiming to start the works for the replacement of this bridge sometime in 2023, although this date is not definitive and could be delayed."

Jon is a decent councillor so trust him to keep the pressure on, but it really does seem that NR & GCC are at absolute odds here.
