Japan might have something to say about that considering the lack of bins in their cities, though admittedly it was mostly in response to a terrorist attack, but still the result isn't a rubbish strewn cesspit.

If people took their waste home with them they'd realise the breadth of their problem instead of dropping it in public where people can blame everyone else other than themselves.

Plus it might serve to instil some personal responsibility for our shared spaces that people seem addicted to trashing.
