May I suggest just making something up? I can't tell a 3 year-old from a 5 year-old, but if you just say you asked a friend of theirs what their birthdays were, at least that would get social-services in the door?
Obviously they'll take it from there, and if the parents refused to confirm/deny the DOBs supplied that would hardly matter now.
