You don’t usually pay council tax in Feb and March - the annual bill is split over 10 months. It might be that for your first ‘year’ you are needing to pay more to catch up.
I can’t figure out the maths - I’m sure someone more intelligent than me can explain it better, but every time I have moved, my first payments have been higher until you catch up with the calendar of payments.
