If you can’t negotiate a higher salary (and you should absolutely try, unless it’s an obvious banded role like Scottish government) then definitely take it, and use it as a stepping stone to another job in 6 months. You can come up with reasons for moving down the line. For the moment take it easy, make sure you give yourself time in your new role to recoup and recover from the stress of the last position. Remember your salary and do 21k level of work, and move on soon.
