Yes, the grade of the job won't be negotiable, but each grade has multiple pay bands within it which is meant to reflect experience, so they will have some discretion. Worst case is they say no, there's absolutely no harm in asking.

Depending on the role you may also have a pay progression within the band, i.e. your pay goes up by a percentage each year until you hit the pay ceiling for your grade. In which case, you might find that while the role pays 21k now, you might be earning 24k in a few years, and then more after that (as opposed to your pay often stagnating in a private sector role unless you get promoted)

As others have pointed out, public sector tends to pay less but makes up for this in deferred wages - i.e. your pension. Find out the details and you might see that overall the 21k public sector pay package is actually significantly better than the 24k private one.
