That's rubbish. They had been planning to close lots of libraries and venues pre-Covid, and it had nothing to do with "crumbling buildings" and everything to do with ScotGov budget cuts. Covid gave them a perfect excuse... they just didn't except such opposition - hence Aitken's spin about the buildings: https://www.glasgowwestendtoday.scot/news/revealed-partick-burgh-hall-and-hillhead-library-on-list-of-possible-budget-closures-673/
