The OP said services were cut permanently, including libraries and sports centres. As most libraries now appear to only be open for half of the hours they were previously with no indication of that changing, I think that falls under a pretty big service cut. Their point still stands with regard to sports facilities, as it does for museums and community centres. All these are now closed:
