On a nice week day avoiding summer holidays I head to Victoria park. Theres a bench up a wee hill which looks down on the flower gardens. I've quite enjoyed sitting there.
Can't help with indoor I'm afraid probably Mitchell library. They sell hot drinks probably basic though.
