It's probably easier to interface with a smaller outfit (Refuweegee comes to mind) but the likes of the Red Cross will have more reach but they would rather partner with another NGO due to scale.
I am not sure of Ukrainian specific orgs in Scotland.
Keep on keeping on I guess and be on the lookout for partners.
