I don't think it'd even look so bad if it was cleaned and maintained and had a fresh coat of paint. The problem with all these... let's call them "architecturally unique" council buildings is that no local council these days has the kind of money to maintain such a building properly. So they fall into disrepair, become an eyesore, and eventually some construction firm with ties to the Council gets a fat cheque to tear it down and build a cookie cutter glass and steel block that will have the exact same problem in 30 years time.
