Literally the only 2 levers they have. I didn't tell them to spend less, I only said it's an unfortunate situation that needs to be accepted short term while looking for a long term the solution. The cheaper housing comment was for the other commenter that suggested the issue was greedy landlords, may well be but not anything that OP can affect
