This is bad advice tbh

The flat ultimately is worth what a renter is willing to pay. Using central bank inflation targets is a very daft way of looking at a problem like this.

Go ahead and refuse the increase if you feel its unfair but equally don't be surprised to be kicked out.

Better option would be to review the going rate in the local market and trying to negotiate with the landlords
