The only way to take it more seriously would be to:

* Build / acquire more council housing to ensure there aren't massive waiting lists for a home.
* Decriminalise drug posession to encourage more addicts to come forward and enter into rehabilitation programs.
* Provide more safe use spaces to keep people from taking stuff on the street.
* Better fund mental health and aforementioned rehabilitation programs.

Locking up addicts isn't gonna solve the problem, just delay it. Especially when prisons are rife with dealing. Prisons are also incredibly expensive to maintain.
