Don't worry we don't generally give cards or gifts when we move into a new place. It's generally considered polite to nod and say hello to your neighbours in passing, and older people will be more likely to talk to you as we used to have a strong community culture of neighbours being friends and spending a lot of time talking to one another but it's not expected. Although if you do have an elderly neighbour it is good to keep an eye out for them and in case of any extreme weather check if they need any essentials like milk, bread, etc.
