I don't think anything but moving will help, you chose to live there, the bar is complying with the law, I am not sure what a noise complaint would do - people are people and will talk/shout /hang about when drunk, a complaint will possibly force the bar to close early, possibly not. It's going to get worse with light nights/warmer nights.
