Imagine it like this - When you are making a campfire you try and use the most dry materials you can find, but by the point you're a few hours into burning you can start using wood that's a bit damp because the heat will dry it out quicker than the moisture can dampen the fire.

With a forest fire you're looking at a potentially huge fire, a lot of heat as a result, and the layering of grass and other bits of kindling with the dry stuff on top (because of the sun) means that there's enough material to spread to, and the heat will rapidly dry anything required to continue itself.
