I've live in half a dozen blocks of flats and it's always been tenants take turns to do it. You and the neighbours on your landing alternate weeks and clean your landing and the stairs down to the next landing. If your consistent in missing your turn the housing association will send a letter. Never had factors though as they are not really a thing in the east end. |
