That's fine you can stand just don't try to save the seat with the bag and make person ask you to move. If the train is crowded you shouldn't sit down if you aren't willing to be next to someone. For better or worse the covid occupancy restriction have been lifted on public transport and if a person is needing your bag's seat, your bag doesn't get one.
