That person is being an arse but I don’t think you have it quite right. The US is by and large a “green” country in Europe while the UK including Scotland is still an “orange” in a few places. I can’t find a single country that restricts travel from England or the US more than they do for Scotland. I could be wrong though so please correct me if that is the case.
