Just tell the phone staff you have a dog. Sometimes you'll wait longer till a dog friendly car becomes available. There's plenty of guys who'll take a well behaved dog without a problem. Myself included.
NB: If it's a big hairy bastard and it leaves the back seat looking like the car has shag pile upholstery then it's nice to tip a couple of quid for a hoovering.
